4. Background of the project World Bank data (2019) estimates Chad's active population at more than 5 million, or just over 45% of the country's population. The labor market is dominated by informal activities which concern 95% of employed workers. Agriculture and fishing are the sectors of activity which employ the majority of those who have a job (71%), ahead of industry and construction (9%).
Young people under 25 make up the majority (68%) of a rapidly growing population, significantly increasing the number of Chadians to be educated, trained and integrated into the local economic fabric. The labor market constitutes a strong source of labor which could be partly used if the country managed to equip itself with training and employment systems and tools in sufficient quality and number, and adapted to the needs of the market.
In addition, the overall underemployment rate reaches 42% on the national territory, reflecting the lack of skills adapted to the realities of the local fabric. Underemployment and unemployment primarily affect young people and more particularly first-time job seekers. Furthermore, the National Education System State Report of 2014 reveals a more precise diagnosis of the situation in Chad:
- young people leaving the education and training system are not sufficiently prepared to face the job market. Three quarters of them enter the labor market early, without having completed primary school or with an age younger than 15
- vocational training (VT) is very poorly developed in Chad and is profoundly out of sync with the job market. The country does not have sufficient number and quality of training establishments (356 training structures, % of which are in N’Djamena). More than half of these structures (59%) have a placement rate of less than 20%. The share of secondary technical and vocational education students in overall secondary education is only 2%, which is a very low proportion compared to what is observed in comparable countries.
- vocational training is very expensive for families in Chad, which would de facto exclude the large number of children from disadvantaged families who would like to follow training in technical education or vocational training.
- apprenticeship, recognized as a training method adapted to the job market, offering an opportunity for real professional integration which has proven itself in many African countries, particularly due to the sustainability of its financing, is very poorly introduced into the Chad and does not constitute a widespread method of acquiring skills.
Among the measures necessary to improve the job market, RESEN (2014) includes the reintegration of the hundred thousand young people who leave the education system annually under the age of 15 via non-formal training (i) and the development of short training courses where we could guide individuals wishing to abandon the education system, with the aim of increasing the chances of access to employment for these young people.
5.Project purpose goals, results and selected indicators Main objective:
The Agro-Sylvio Pastoral Don Bosco complex in Mandelia, a professional training center and also an agricultural and animal production farm, is a valuable tool serving the Chadian population. The general objective of this project aims to contribute to the fight against unemployment among Chadian youth by training them in professions and promoting their integration into the world of work.
More specifically it is:
• equip the center with modern agricultural machinery;
• Improve the quality of services and conditions of teachers;
• Contribute to self-entrepreneurship linked to agricultural professions

6. Planned measures and activities Activities:
• Equip the school with modern agricultural equipment;
• Purchase and install new agricultural machinery and vehicles;
• Train teachers, organize technical, educational and human training sessions;
• Raise awareness and communicate to the population and in particular young people about the advantages of acquiring skills for personal and professional development in agricultural professions;
• Raise awareness among young people and parents about the importance of vocational training centers;
• Train disadvantaged young people for agricultural and livestock farming professions;
• Provide quality professional training courses.

Explanation:
This action will improve the situation of target groups or beneficiaries in various ways.
• At least 25 young people will learn a trade each year and will be able to enter professional life;
• Many young people (around 25 young people each year) will be integrated into professional life;
• Each family that sees one of its sons working will experience a slight reduction in poverty within it;
• The center will see classrooms, workshops equipped with new machines and equipment to guarantee better quality training in agriculture, livestock and product processing.
⦁ Project justification Justification
As part of its 2016-2020 five-year plan, the Chadian government was committed to making Chad a middle-income country driven by diversified and sustainable growth resources, creating added value and jobs. Precisely, a country where every citizen has easy and permanent access to healthy and abundant food, quality basic social services, decent housing, and adequate training. This priority was once again confirmed by the Ministry of Vocational Training and Trades in its sectoral plan which implemented the national employment and vocational training policy in Chad to enable the population to equip themselves means of effective participation in the development process.
The challenges of strengthening the provision of vocational training and the development of activities generating income and employment are indeed major in a country where young people represent a high proportion of the population (68% of the population at least of 25 years), where youth unemployment (including graduates) accentuates discontent and social tensions, and where the narrowness of the modern productive and market sector of the economy does not make it possible to offer jobs in sufficient numbers . In a context of virtual absence of social protection, support for measures allowing the emergence of young people with access to employment and financial autonomy are the best defense to fight against poverty and social exclusion. and protect the most vulnerable in the face of increasing risks of all kinds. Conversely, unemployment and the exclusion of young people, the absence of opportunities for social and economic integration, constitute a major destabilizing factor in a society weakened by various conflicts.
Through this project, the Salesian centers intend to participate in the National Employment and Vocational Training Policy in Chad (PNEFP) of 2014, the diagnosis of which reveals that:
- 70 to 80% of young people are currently excluded from all formal training systems;
- rural populations, the majority in the country, do not benefit from professional training;
- professional training linked to employment practically does not exist in Chad; other training systems, Technical Education and Vocational Training in particular, lead young people towards higher education and unemployment or underemployment;
- the training offered by the training market is poorly suited to young girls. In reality, they are limited to hairdressing, sewing and tertiary professions;
- a lack of connection with the labor market;
- an absence of curricula adapted to the labor market and the rigidity and narrowness of the training offer;
- the absence of an information system on professions and professional guidance;
- the training provided does not encourage entrepreneurship or self-employment.
This lack of centers creates problems which have serious consequences on the population.
Problem to solve
The Don Bosco professional centers are works of the Salesians in Chad and their main missions are to teach professions to vulnerable and abandoned young people. The ambition of these centers is to implement a professional training policy oriented towards meeting the needs of the labor market.
In these Salesian professional centers, teachers must train students in the development of a set of technical, professional and qualified skills in order to integrate or undertake in society. Since their operation, these centers have struggled to train learners in the field of agricultural machinery due to a lack of modern equipment.
Vocational training centers in Chad generally face significant challenges in their efforts to develop a qualified and competent workforce to support the country's economic growth and social development. One of the main challenges is the limited accessibility, quality and relevance of technical and vocational education and training (TVET) programs in the country. This problem is highlighted by various indicators, including the following:
1. High youth unemployment: Chad has a large youth population and youth unemployment is a pressing problem. Many young Chadians lack the skills and qualifications to find meaningful employment, leading to social and economic problems.
2. Skills mismatch: There is a mismatch between the skills acquired through TVET programs and the skills demanded by the labor market. This mismatch hampers economic development as employers struggle to find skilled workers, while many TVET graduates remain unemployed or underemployed.
3. Limited access to quality TVET: Access to TVET programs is limited, particularly in rural areas, where the majority of Chad's population resides. This lack of access perpetuates inequalities and prevents many Chadians from benefiting from the opportunities offered by TVET.
4. Curriculum modernization: Career centers struggle to update and modernize educational programs to ensure graduates have the skills demanded by the job market, including emerging technologies and industries.
5. Expanding Access: Strategies to expand access to TVET programs, particularly in underserved areas, can be formulated and prioritized during the roundtable discussions. This would help bridge the urban-rural divide in access to TVET.
⦁ Impact on Environment Social impact of this project:
This professional training that the Don Bosco center wants to undertake, aims to modernize and strengthen the capacities of its staff in order to provide them with skills for better socio-professional integration. For this project to have the expected social impact, the following missions are assigned:
- Give young people who are bored with long study cycles and suffering from school dropouts the opportunity to learn a profession that develops their manual skills through creative and qualified know-how; for efficient use of the resources available to them;
- Supervise young people abandoned to their own devices, through integral human training and qualifying professional training, in particular with the conviction that “in every young person there is a point accessible to good”.
- Allow young people to discover the possibilities offered by the agricultural sector and provide them with the tools to create their own jobs;
- Ensure permanent contacts with other companies in the field of training through practical internships allowing young people to measure themselves with the realities of the world of work and to integrate into it more easily.
- Follow Former Learners, supporting them in finding their first job.
⦁ Organisational capacity At the provincial level
The Salesians have a Provincial Planning and Development Office "Ensemble ATE", located in Yaoundé in Cameroon (provincial headquarters). This Office is well experienced and responsible for the planning and development of projects for the realization of the strategic plan of the Salesian Province of Tropical and Equatorial Africa (ATE). This body coordinates projects at central level, assists local Salesian communities in project and program implementation, monitoring and evaluation, fundraising, advocacy and training of local staff.

⦁ Sustainability The Don Bosco Center has already existed for more than 20 years and is integrated into the structures of the ATE Province (local responsible body). Additionally, the education and training center is accredited by local authorities (ministries), which also guarantees its operational functioning in the future. Institutional sustainability is further strengthened through continuing education measures for trainers and teachers, who bring their additional skills into teaching. The expansion of the portfolio in the field of agriculture and livestock allows the Don Bosco Center to strengthen its position as a training provider in Chad.
Already during the project, the local developer gradually takes responsibility for covering subsequent costs by himself bearing the difference in planned expenses. It is planned to call on public bodies to cover these costs. The Ministry of Vocational Training and Trades has already expressed its desire to support the Don Bosco Center. However, there are no firm commitments yet. agricultural production and breeding with new equipment on 17 hectares on the one hand and on the other hand tuition fees, as a source of income, will contribute decisively to long-term financing.
