Now Available: Strategy&Future’s “Królewiec (Kaliningrad) Campaign: The Capacity for Asymmetric Escalation”

We warmly invite you to read the report “Królewiec (Kaliningrad) Campaign: The Capacity for Asymmetric Escalation,” which presents the conclusions of a simulation conducted by the Strategy&Future team. Although the exercise was carried out last year, it has become particularly relevant in light of the rapid changes in today’s security environment.
The report examines a hypothetical crisis scenario around the Kaliningrad region and shows how countries in the region could collectively shape developments there through coordinated political, military, logistical, and informational actions. At the heart of the analysis is the idea of regional cooperation which, with a sufficient degree of integration and determination, could help offset Russia’s advantages.
“Królewiec (Kaliningrad) Campaign” demonstrates that modern conflicts are not decided solely on the military battlefield. Equally important are capabilities in intelligence, cyberspace, narrative control, and the ability to build international legitimacy for one’s actions. It is the combination of these elements that determines the effectiveness of a strategy and the capacity to exert real pressure on an adversary.
At the same time, the report does not avoid difficult conclusions. It points to the limitations of existing security structures and to the risk that, in a crisis, allied responses may be delayed or ambiguous. In such circumstances, the role of regional initiative becomes even more important: to act effectively, states must develop their own capabilities and build new forms of cooperation.
“Królewiec (Kaliningrad) Campaign” is not only an analysis of a single scenario, but also a broader reflection on the future of security in Europe. It highlights the importance of strategic autonomy, regional coalitions, and the integration of military power with a coherent political and informational strategy.
